NSIC-GOVERNMENT STORES PURCHASE PROGRAMME

The Government is the single largest buyer of a variety of goods. With a view to increase the share of purchases from the Micro & Small sector, the Government Stores Purchase Programme was launched in 1955-56. NSIC registers MSMEs under Single Point Registration scheme for participation in Government Purchases.
 
            Benefits of Registration
             • Issue of tender sets free of cost.
             • Advance intimation of tenders issued by DGS&D.
             • Exemption from payment of earnest money
             • Waiver of security deposit up to the monetary limit for which the unit is registered
             • Issue of competency certificate in case the value of an order exceeds the monetary limit, after due verification
 
           Eligibility
 
Micro & small Enterprises which are in continuous production of stores for one year or more and are registered with the Director of Industries (DI) as manufacturing SSI Unit/Small Scale (industry related) Service & Business Enterprises(SSSBE), who own workshop of their own or on lease basis and have the commercial and technical competence to produce stores/provide services for supply to the Government Departments such as DGS&D, Railways, Defence, P&T, Central/State Government Departments and Central/State Government Public Sector Undertakings etc. conforming to BIS or such standards as required by the Government buying agencies. For the micro & small Enterprises who have commenced the commericial production but not completed one year of existence and hence not able to submit the Audited Balance Sheets and other annexures, the provisional Registration Certificate can be issued to such Micro & Small Enterprises under Single Point Registration Scheme which shall be valid for the period of one year only for the date of issue after levying the registration fee and obtaining the requisite documents. The initial monetary limit for such units will be fixed at Rs. Lac Only. The Provisional Registration Certificate will be valid for the period of one year only. The Provisional Registration Certificate shall to be renewed by the unit before it expiry as per the term and conditions of the Single Point Registration Scheme laid down for the renewal of the registration.
 
           How to Apply
 
SSI Units shall have to apply on the prescribed application form in Duplicate and to be submitted to the concerned Zonal/Branch Office of NSIC located nearest to the unit.In case of any difficulty in filling the application form and completing the documentation please consult any of the Zonal / Branch office of NSIC.
 
           REGISTRATION PROCESS
 
             1.     The SSI Unit has to submit the application form (in duplicate) alongwith requisite fee and documents to the                      Zonal/Branch  and Sub Office of NSIC situated nearest to their location
             2.     Duplicate copy of the G.P. Registration Application Form submitted by the SSI Unit will be forwarded to the                      concerned SISI  along with copies of required documents and Draft/Pay Order of Rs. 1000/-, requesting for                      carryingout the Technical Inspection of SSI Unit and forward their recommendations in this regard.
 
             •       After receiving SISI Inspection Report, NSIC will issue the GP Registration Certificate to SSI Unit for items/stores as                      recommended.
           
           Validity Period of G. P. Registration
           
The G. P. Registration Certificate granted to the SSI Unit under Single Point Registration Scheme (Revised), 2003 is valid for Two Years and will be reviewed and renewed after every two years by verifying continuous Commercial and Technical Competence of the registered SSI Unit in manufacturing / producing the stores for which it has been registered by NSIC.

What are Micro, Small and Medium Enterprises (MSME) and how MSME (Manufacturing) are different from MSME (Services)?

In accordance with the provision of Micro, Small & Medium Enterprises Development (MSMED) Act, 2006 the Micro, Small and Medium Enterprises (MSME) are classified in two Classes:

(a) Manufacturing Enterprises- The enterprises engaged in the manufacture or production of goods pertaining to any industry specified in the first schedule to the industries (Development and regulation) Act, 1951). The Manufacturing Enterprise is defined in terms of investment in Plant & Machinery.
(b) Service Enterprises: The enterprises eng
aged in providing or rendering of services and are defined in terms of investment in equipment.

The limit for investment in plant and machinery / equipment for manufacturing / service enterprises, as notified, vide S.O. 1642(E) dtd.29-09-2006 are as under:

योजना की सुविधाएँ

योजना की विशेषताएं निम्नानुसार हैं:


डीआईसी प्राथमिक पंजीकरण केंद्र है
पंजीयन स्वैच्छिक है और अनिवार्य नहीं है.
पंजीकरण के दो प्रकार के सभी राज्यों में किया जाता है. पहली बार एक अनंतिम पंजीकरण प्रमाणपत्र दिया जाता है. और उत्पादन के प्रारंभ होने के बाद एक स्थायी पंजीकरण प्रमाणपत्र दिया जाता है.
PRC सामान्य रूप से 5 साल के लिए वैध है और स्थायी पंजीकरण है शाश्वत दी.

पंजीकरण योजना के उद्देश्य

पंजीकरण के लाभ

पंजीकरण योजना कोई सांविधिक आधार नहीं है. इकाइयों को सामान्य रूप से लाभ उठाने के लिए पंजीकृत किया जाएगा पाने के लिए कुछ लाभ, प्रोत्साहन या सहायता या तो केंद्र या राज्य सरकार द्वारा दिया जाता है. केन्द्र द्वारा की पेशकश प्रोत्साहन के शासन में आमतौर पर निम्नलिखित शामिल हैं:

Register your SSI Unit

SSI Registration Small Scale and ancillary units (i.e. undertaking with investment in plant and machinery of less than Rs. 6.0 million and Rs. 7.5 million respectively) should seek registration with the Director of Industries of the concerned State Government. Registering Your SSI Unit The main purpose of Registration is to maintain statistics and maintain a roll of such units for the purposes of providing incentives and support services. States have generally adopted the uniform registration procedures as per the guidelines. However, there may be some modifications done by States. It must be noted that small industries is basically a state subject. States use the same registration scheme for implementing their own policies. It is possible that some states may have a 'SIDO registration scheme' and a 'State registration scheme'.

Benefits of Registering The registration scheme has no statutory basis. Units would normally get registered to avail some benefits, incentives or support given either by the Central or State Govt. The regime of incentives offered by the Centre generally contains the following: - Credit prescription (Priority sector lending), differential rates of interest etc. - Excise Exemption Scheme - Exemption under Direct Tax Laws. - Statutory support such as reservation and the Interest on Delayed Payments Act. (It is to be noted that the Banking Laws, Excise Law and the Direct Taxes Law have incorporated the word SSI in their exemption notifications. Though in many cases they may define it differently. However, generally the registration certificate issued by the registering authority is seen as proof of being SSI). States/UTs have their own package of facilities and incentives for small scale. They relate to development of industrial estates, tax subsidies, power tariff subsidies, capital investment subsidies and other support. Both the Centre and the State, whether under law or otherwise, target their incentives and support packages generally to units registered with them. Objectives of The Registration Scheme They are summarised as follows: - To enumerate and maintain a roll of small industries to which the package of incentives and support are targeted. - To provide a certificate enabling the units to avail statutory benefits mainly in terms of protection. - To serve the purpose of collection of statistics. - To create nodal centres at the Centre, State and District levels to promote SSI.Features of The Scheme Features of the scheme are as follows: - DIC is the primary registering centre - Registration is voluntary and not compulsory. - Two types of registration is done in all States. First a provisional registration certificate is given. And after commencement of production, a permanent registration certificate is given. - PRC is normally valid for 5 years and permanent registration is given in perpetuity.Provisional Registration Certificate (PRC) - This is given for the pre-operative period and enables the units to obtain the term loans and working capital from financial institutions/banks under priority sector lending. - Obtain facilities for accommodation, land, other approvals etc. - Obtain various necessary NOCs and clearances from regulatory bodies such as Pollution Control Board, Labour Regulations etc. Permanent Registration CertificateEnables the unit to get the following incentives/concessions: - Excise exemptions - Income-Tax exemption and Sales Tax exemption as per State Govt. Policy. - Incentives and concessions in power tariff etc. - Price and purchase preference for goods produced. - Availability of raw material depending on existing policy.Procedure For Registration Features of the present procedures are as follows: - A unit can apply for PRC for any item that does not require industrial license which means items listed in Schedule-III and items not listed in Schedule-I or Schedule-II of the licencing Exemption Notification. Units employing less than 50/100 workers with/without power can apply for registration even for those items included in Schedule-II. - Unit applies for PRC in prescribed application form. No field enquiry is done and PRC is issued. - PRC is valid for five years. If the entrepreneur is unable to set up the unit in this period, he can apply afresh at the end of five years period. - Once the unit commences production, it has to apply for permanent registration on the prescribed form.The following form basis of evaluation: - The unit has obtained all necessary clearances whether statutory or administrative. e.g. drug license under drug control order, NOC from Pollution Control Board, if required etc. - Unit does not violate any locational restrictions in force, at the time of evaluation. - Value of plant and machinery is within prescribed limits. - Unit is not owned, controlled or subsidiary of any other industrial undertaking as per notification. De-Registration A Small Scale Unit can violate the regulations in the following ways which will make it liable for de-registration: - It crosses the investment limits. - It starts manufacturing any new item or items that require an industrial license or other kind of statutory license. - It does not satisfy the condition of being owned, controlled or being a subsidiary of any other industrial undertaking.

    Bar Coding is a series of parallel vertical lines (bars and space), that can be read by bar code scanners. It is used worldwide as part of product packages, as price tags, carton labels, on invoices even in credit card bills and when it is read by scanners, a wealth of data is made available at the users and when use with GS1.UCC (Global India one Numbering Uniform Code Council Inc. USA) numbering system. The bar code become unique and universal and can be recognized anywhere in the world. Bar coding is an international concept today. It facilitates unique product identification through using international symbologies/numbering system, promotes brand image and would enable timely and accurate capture of product information. This would result in wide ranging benefits including lowering of inventory costs, lower overall supply chain costs and hence reduced costs for Indian products, increasing efficiency of Indian industry and adherence to stringent quality assurance norms through product traceability.

         For Micro and Small manufacturing enterprise which have resource constraints but need to compete for global and domestic business opportunities with larger adoption of IT tools to enhance their efficiency and productivity, market accessibility and cost effectiveness is a business imperative today. Bar coding has been in use extensively for the past 25 years worldwide and is now finding increase usage as well across industry sector. Recognised the importance of bar coding O/o DC (MSME), Ministry of Micro, Small and Medium Enterprises, Govt. of India has notified an attractive financial assistance scheme for registered Micro and Small manufacturing enterprise vide their notification No.10(6)/2000-EP&M dt.27th Nov., 2001 for adoption of international numbering systems in bar coding and E-commerce applications w.e.f. Ist January 2002. As per the scheme Micro and Small manufacturing enterprise, who have adopted bar code on or after Ist January, 2002 are now eligible to get the financial assistance 75% (upto Rs.18,750/-) of the one time registration fee paid to GS1 India. Further, it was also decided that SSI/tiny units who got registered for bar coding during the previous year i.e. on or after 01.1.01 will also be eligible for reimbursement of 75% of their one time registration fee.

         The scope of the present scheme has been enhanced w.e.f. 1st June 2007. Accordingly, it has been decided that 75% (Rs. 3750/-) of the annual fee (recurring) for GS1 company prefix by GS1 India for adoption of bar code certification for the first three years would also be reimbursed to Micro and Small entrepreneurs, in addition to reimbursement of one time registration fee as charged by GS1 (formerly EAN India)

         To obtain financial assistance on bar code certification, Small and Micro manufacturing enterprises may apply application to Dy.     Credit Guarantee Fund Scheme for MICRO AND SMALL ENTERPRISES

    Introduction

                        There are an estimated 13.4 million micro and small enterprises (MSEs) in the country at the end of March 2008, providing employment to an estimated 32.3 million persons. The MSE sector contributes about 39% of the manufacturing sector output and 33% of the nation's exports. Of all the problems faced by the MSEs, non-availability of timely and adequate credit at reasonable interest rate is one of the most important. One of the major causes for low availability of bank finance to this sector is the high risk perception of the banks in lending to MSEs and consequent insistence on collaterals which are not easily available with these enterprises. The problem is more serious for micro enterprises requiring small loans and the first generation entrepreneurs.
    2. The Credit Guarantee Fund Scheme for Micro and Small Enterprises (CGMSE) was launched by the Government of India to make available collateral-free credit to the micro and small enterprise sector. Both the existing and the new enterprises are eligible to be covered under the scheme. The Ministry of Micro, Small and Medium Enterprises and Small Industries Development Bank of India (SIDBI), established a Trust named Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) to implement the Credit Guarantee Fund Scheme for Micro and Small Enterprises. The scheme was formally launched on August 30, 2000 and is operational with effect from 1st January 2000. The corpus of CGTMSE is being contributed by the Government and SIDBI in the ratio of 4:1 respectively and has contributed Rs.1584.05 crore to the corpus of the Trust up to June 30, 2008. As announced in the Package for MSEs, the corpus is to be raised to Rs.2500 crore by the end of 11th Plan.


    Eligible Lending Institutions

    3. The institutions, which are eligible under the scheme, are scheduled commercial banks (Public Sector Banks/Private Sector Banks/Foreign Banks) and select Regional Rural Banks (which have been classified under 'Sustainable Viable' category by NABARD). National Small Industries Corporation Ltd. (NSIC), North Eastern Development Finance Corporation Ltd. (NEDFi) and SIDBI have also been made eligible institutions. As on June 30, 2008, there are 65 Member Lending Institutions (MLIs) of the Trust, comprising 28 Public Sector Banks, 14 Private Sector Banks, 20 Regional Rural Banks and 3 other Institutions viz., NSIC, NEDFI and SIDBI.

    Eligible Credit Facility

    4. The credit facilities which are eligible to be covered under the scheme are both term loans and working capital facility up to Rs.50 lakh per borrowing unit, extended without any collateral security or third party guarantee, to a new or existing micro and small enterprise. For those units covered under the guarantee scheme, which may become sick owing to factors beyond the control of management, rehabilitation assistance extended by the lender could also be covered under the guarantee scheme. It is noteworthy that if the credit facility exceeds Rs.50 lakh, it may still be covered under the scheme but the guarantee cover will be extended for credit assistance of Rs.50 lakh only. Another important requirement under the scheme is that the credit facility should be availed by the borrowing unit from a single lending institution. However, the unit already assisted by the State Level Institution/NSIC/NEDFi can be covered under the scheme for the credit facility availed from member bank, subject to fulfillment of other eligibility criteria. Any credit facility in respect of which risks are additionally covered under a scheme, operated by Government or other agencies, will not be eligible for coverage under the scheme.

    Guarantee Cover

    5. The guarantee cover available under the scheme is to the extent of 75 per cent of the sanctioned amount of the credit facility. The extent of guarantee cover is 80 per cent for (i) micro enterprises for loans up to Rs.5 lakh; (ii) MSEs operated and/or owned by women; and (iii) all loans in the North-East Region.     Credit Guarantee Fund Scheme for MICRO AND SMALL ENTERPRISES

    Introduction

                        There are an estimated 13.4 million micro and small enterprises (MSEs) in the country at the end of March 2008, providing employment to an estimated 32.3 million persons. The MSE sector contributes about 39% of the manufacturing sector output and 33% of the nation's exports. Of all the problems faced by the MSEs, non-availability of timely and adequate credit at reasonable interest rate is one of the most important. One of the major causes for low availability of bank finance to this sector is the high risk perception of the banks in lending to MSEs and consequent insistence on collaterals which are not easily available with these enterprises. The problem is more serious for micro enterprises requiring small loans and the first generation entrepreneurs.
    2. The Credit Guarantee Fund Scheme for Micro and Small Enterprises (CGMSE) was launched by the Government of India to make available collateral-free credit to the micro and small enterprise sector. Both the existing and the new enterprises are eligible to be covered under the scheme. The Ministry of Micro, Small and Medium Enterprises and Small Industries Development Bank of India (SIDBI), established a Trust named Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) to implement the Credit Guarantee Fund Scheme for Micro and Small Enterprises. The scheme was formally launched on August 30, 2000 and is operational with effect from 1st January 2000. The corpus of CGTMSE is being contributed by the Government and SIDBI in the ratio of 4:1 respectively and has contributed Rs.1584.05 crore to the corpus of the Trust up to June 30, 2008. As announced in the Package for MSEs, the corpus is to be raised to Rs.2500 crore by the end of 11th Plan.


    Eligible Lending Institutions

    3. The institutions, which are eligible under the scheme, are scheduled commercial banks (Public Sector Banks/Private Sector Banks/Foreign Banks) and select Regional Rural Banks (which have been classified under 'Sustainable Viable' category by NABARD). National Small Industries Corporation Ltd. (NSIC), North Eastern Development Finance Corporation Ltd. (NEDFi) and SIDBI have also been made eligible institutions. As on June 30, 2008, there are 65 Member Lending Institutions (MLIs) of the Trust, comprising 28 Public Sector Banks, 14 Private Sector Banks, 20 Regional Rural Banks and 3 other Institutions viz., NSIC, NEDFI and SIDBI.

    Eligible Credit Facility

    4. The credit facilities which are eligible to be covered under the scheme are both term loans and working capital facility up to Rs.50 lakh per borrowing unit, extended without any collateral security or third party guarantee, to a new or existing micro and small enterprise. For those units covered under the guarantee scheme, which may become sick owing to factors beyond the control of management, rehabilitation assistance extended by the lender could also be covered under the guarantee scheme. It is noteworthy that if the credit facility exceeds Rs.50 lakh, it may still be covered under the scheme but the guarantee cover will be extended for credit assistance of Rs.50 lakh only. Another important requirement under the scheme is that the credit facility should be availed by the borrowing unit from a single lending institution. However, the unit already assisted by the State Level Institution/NSIC/NEDFi can be covered under the scheme for the credit facility availed from member bank, subject to fulfillment of other eligibility criteria. Any credit facility in respect of which risks are additionally covered under a scheme, operated by Government or other agencies, will not be eligible for coverage under the scheme.

    Guarantee Cover
